This paper provides a detailed case study of the construction of the second Severn Crossing, focusing upon the interactions between the British and French members of the concessionaire joint venture and construction consortium - GTM Entrepose, and John Laing.

The paper covers the financing of the project, issues in project management, and labour relations. The adaptations of the French engineers to the British regulatory environment, the different approaches to work organisation and subcontracting, and the management of risk are all covered.

In conclusion, the strong differences in the British and French models of organisation are reviewed, and their complementary nature analysed for the success of this project.
